Last week marked an important milestone for emergency healthcare in Embu County.
The County officially drafted its Emergency Medical Services (EMS) Policy, establishing the foundation for a structured, coordinated, and accountable emergency response system.
Without a formal framework defining governance, dispatch coordination, referral pathways, financing, and performance standards, emergency medical response in many counties relies on improvisation rather than design.
An EMS Policy turns assets into a system. It formalises:
- Centralised and coordinated dispatch
- Standardised ambulance deployment
- Structured referral networks across levels of care
- Measurable performance and accountability standards
- Sustainable governance and financing mechanisms
Developed through structured stakeholder engagement led by the County Department of Health, the policy provides a comprehensive framework for EMS governance and operations.
The development of the Embu County EMS Policy reflects a growing recognition: emergency care saves lives only when systems are deliberately structured.
Policy alone does not save lives. Implementation does.
As part of operationalising the EMS Policy, EMKF will support the establishment of a County Emergency Dispatch Centre, powered by Ambulensi, enabling real-time coordination, oversight, and data-driven management of public ambulance services.
By formalising EMS governance and strengthening operational systems, Embu County is positioning itself to deliver coordinated, equitable, and sustainable emergency medical response services.
EMKF remains committed to supporting county governments across Kenya to build emergency healthcare systems that function reliably — ensuring emergency care is not left to chance.
