The County Government of Meru Launches Emergency Medical Care Plan 2024–2029!

The Emergency Medicine Kenya Foundation (EMKF) is proud to celebrate the official launch of the Meru County Emergency Medical Care (EMC) Plan 2024–2029, a transformative step towards strengthening emergency healthcare services across the county.

This bold and visionary plan, developed with EMKF’s technical support, is a milestone achievement in health system reform. It reflects the power of effective policy, strategic systems, and cross-sector partnerships to drive meaningful change and save lives.

The EMC Plan outlines critical interventions, including:

  • The establishment of a 24/7 County Emergency Dispatch Office for real-time coordination of ambulance services, emergency calls, and patient referrals
  • Ambulance mapping and a vehicle management system to optimise fleet performance
  • Upgrades to public emergency departments, ensuring timely, quality care even in rural and hard-to-reach areas
  • Rollout of a toll-free emergency number, frontline staff training, and community sensitisation campaigns to enhance public awareness and access to emergency care

At EMKF, we recognise that sustainable improvements in emergency care begin with robust, context-specific policy. As part of our advocacy and policy development activities, we work hand-in-hand with county governments to formulate and implement evidence-based emergency medical care policies.

Through this approach, counties like Meru are empowered to:
✅ Establish structured and coordinated emergency response systems
✅ Integrate emergency medical services (EMS) sustainably into the broader health system
✅ Improve emergency preparedness, reduce response times, and increase survival rates for critical conditions

This is policy in action. Policy is not just paperwork—it saves lives.

We commend the leadership of the Meru County Department of Health, especially Health CECM Dr. Denis Mugambi and Chief Officer for Health Dr. Joseph Wahome, for their commitment to building a resilient emergency care system. We also appreciate the collaboration of all stakeholders who contributed to the plan’s development and launch.

EMKF remains steadfast in supporting county governments to scale similar initiatives across Kenya, ensuring that every Kenyan has access to timely, quality emergency medical care—regardless of where they live.
