At the Emergency Medicine Kenya Foundation (EMKF), we are thrilled to witness another landmark moment in the journey to transform Kenya’s emergency healthcare system. The County Government of Homa Bay, through its Department of Public Health and Medical Services, has successfully drafted its Emergency Medical Care (EMC) Plan (2025–2028) — a bold, visionary step toward ensuring that no life is lost for lack of timely emergency care.
This comprehensive plan is anchored in the World Health Organisation’s Emergency Care System Framework and closely aligned with Kenya’s Emergency Medical Care Strategy (2020–2025) and Policy (2020–2030). It lays a solid foundation for the development, coordination, and delivery of lifesaving emergency medical care in Homa Bay County.
With a strong focus on ensuring universal access to the highest standards of emergency care, this EMC Plan will act as a critical guide for healthcare providers, policymakers, and partners working across the county. It directly supports the realisation of Universal Health Coverage (UHC) by operationalising the Homa Bay County Emergency and Referral Strategy — ensuring that emergency care is not only available but also accessible, affordable, and effective for all.
As we continue to support counties in developing and implementing emergency healthcare systems, we celebrate Homa Bay for showing what is possible when vision, policy, and partnership come together. The future of emergency care in Kenya is here — and we’re excited to be part of it.
